Runescape- is my strength pure good? and what should i do with him?

ok, my stats are 49 combat, 1 defence, 40 attack, 60 str, 31 pray, 40 range, and 51 hp. Is he good? And what should i do to make him good? all advice is needed. Money is not a problem, and i can make him a member. I just wanna make the best bounty hunter pk'er. give me allll ur advice. thankssss.
