Is kitten huffing considered to be an obsessive compulsive symptom or an addiction disorder?

Is the chronic repetitive use of kittens for the purpose of huffing to attain a euphoric state (as a popular alternative to illegal street drugs) considered to be a symptom of an obsessive compulsive disorder, or as an addiction disorder in its own right?
