I need help on Urbz Sims in the city for PS2?

My urb will sit food down in her kitchen floor, and when I tell her to clean up she just picks it up and moves it to another spot on the floor. She has done this in 2 of the apartments. I even hired a janitor and he does the same thing. There are now flies flying around, and I can't get them to throw it in the trash. Has anyone else had this problem, and how do I fix it?
